It has probably been discussed and discarded already, in which case I apologize and you can delete my comment
Looking at the PDF you linked above, I can’t stop thinking that the list of menus, followed by an edit menu screen would be more natural with ‘Menus” being a top level wp-admin menu section, with the classic ‘All Menus’ and ‘Add New” items in it.
After all, one can argue that Menus aren’t only related to Appearance, so their presence in that section is not really obvious.
